Labour in office took its environmental credentials seriously, as Mayor of London Ken Livingstone pioneered congestion charging but the voters of Manchester voted down similar proposals. The debate on environmental changing and charging focuses on what brings about different human behavior. This is often portrayed by its critics as pricing working-class people out of holidays, their cars and their aspirations. This event asks, is there a choice between social justice and sustainability policy??
